I have had several cats that do this. If you're touching them on the base of their tail or their hindquarters, you're likely hitting a sensitive spot and kind of overstimulating them.
Not a big deal, but be careful because some cats will get so overstimulated they'll turn around and bite or scratch.
My name is Phineas and I do this savage licking as well. I don't do it all the time?primarily during the spring and fall. My vet thinks that I might be having an allergic reaction to pollen and molds, which explains why it happens in the spring and fall.
She tried to give me Benadryl but I foamed pink at the mouth, went glassy eyed, and scared my humans to death. They haven't done it to me again and we aren't sure what to do next. I know that they are disturbed by this behavior but I can't help it and once I start, I can't stop.

Petting Trance by: Anonymous
My cat hides in the my bedroom and when I go to into the bathroom, she comes straight to where I am and wants me to pet her...when I scratch her on the back and base of tail...she starts with the tongue going in and out and falls into a trance with the pupils of her eyes becoming little slits.
She meows and gets real stiff...and sometimes she meows so loudly that I mimic her and she sounds like she's saying "momma"...and she will mimic me back. She also has bitten me once very hard out of reflex I think of the scratching feeling so good.
She twitches her tail at me to scratch her and when I do, she turns herself around and faces me and starts the trance thing...she falls over many times and just lays there while I finish scratching her...then she gets up and continues meowing until I do it again...it's very comical. Is this normal?

Maybe your cat is reacting to a hand soap or lotion that you use. If I am putting on hand lotion, my cats will smell my hands and recoil.
